Elaine Harris has been a practicing attorney in Texas for 35 years. In 1986, she obtained her J.D. magna cum laude from Texas Tech University School of Law and was admitted to practice by the Texas State Bar. Her legal career has been largely focused on the practice of federal tax law. From 1986 through 1993, she worked as a tax associate for Jones Day in Dallas, Texas. From 1999 through 2017, she worked as a senior attorney at the IRS Office of Chief Counsel, first in Houston and later in Dallas. In this role, she represented the Commissioner of Internal Revenue in the United States Tax Court. She investigated tax shelter promoters and led trial teams in complex litigation against the associated promoters and investors. As a member of the Large Business & International Division, she advised revenue agents in audits of high net-worth individuals. In 2017, she retired from government service and opened a solo practice in Spur, Texas. In addition to her general civil legal practice, she represents taxpayers in administrative cases--tax audits, collections, appeals--and in tax litigation in the federal courts.
